The chain on my sporster is real loose at one point and when I roll the bike a little it gets tight. Does this mean I need to replace the rear sprocket?

It probably means your chain is more than likely in need either of a good degrease/clean as it has a tight spot or it's too late for that and it needs a new chain.
If you sprockets are that bad the chain goes tight, it should be visable to the eye.
If your not sure, get a good mechanically minded person or mechanic to check it for you as a chain flying off due to being naffed is not a nice nor cheap experience.

Also worth checking rear wheel alignment as that can cause it to go tight if it's so far out of line.

remove the chain from the bike and lay it out flat. now pick up one end of the chain and lift the whole thing if it forms anything remotly like a curve its time to replace it. change sprokets at the same time as worn sprokets accelerate chain wear. dunno if they make scottoliers for harleys but worth looking into as they increase chain life by up to 50% and with the price of chains today well worth the cost of the oiler. try to get one that oils both sides of the chain as they are the most effiecient types.
cant stress highly enough the need to replace a worn chain they are very dangerous at best a snapping chain will take out your crank case at worst your leg!

I'll take a belt. Quiet, no lube and lasts well too.
